Special prosecutor John Conroy sets out to combat organized crime in his city, appointing his father, Matt, a police officer, as chief investigator. Unaware of his father's reluctance, John pursues his mission wholeheartedly, while cynical reporter Jerry McKibbon suspects that Matt might be compromised due to his associations with mob lieutenant Harrigan.
