Three men gun down Solly Pitts, who rebelled against the corrupt Longshoremen's Union. Before dying, Pitts reveals to his wife that 'Cockeye' Cook was one of the killers, but neither she nor anyone else is willing to repeat this to the police. The dockyard community believes in handling private battles without outside help. Bill Keating, new to the D.A.'s office, naively believes he can make a case against Cook, but his investigation seems only to provoke more violence.
