Inspector Hornleigh and his assistant, Sergeant Bingham, venture to the seaside for their annual vacation. Their plans for relaxation are quickly disrupted when Captain Fraser of the Royal Navy, a fellow guest at the Balmoral Guest House, is found dead—crushed and burned in his wrecked car at the foot of a cliff. The local police take Hornleigh and Bingham, who are staying incognito and were the last to see Fraser, into custody. With the charred body impossible to identify and Fraser's dog missing, Hornleigh suspects foul play. Revealing his true identity, he investigates further and uncovers that the crash was neither suicide nor accident, and the body is not Captain Fraser, despite an identifying tattoo.
