Pirate Jean Lafitte declares war on Spain, raiding Spanish ships under the Venezuelan flag, but never attacking American vessels. He battles Native Americans and eventually founds Galveston on the Gulf of Mexico, where he amasses his treasure. When one of Lafitte's pirates sinks an American ship without orders, the offender is executed. Belle Summers is determined to discover whether Lafitte was responsible, but her servant betrays her.
